Program Manager



Job Responsibilities:

Performs Evaluations, Statements of Work (SOW), and Pricings as part of the Strategic Business Growth Initiatives.

Identifies Risks/Opportunities for Programs and takes action to mitigate risks and leverage opportunities at the Program Level.

Participates in Knowledge Sharing, Best Practices and Team Development to support the Growth Initiatives and Career Paths of reporting personnel.

Supports all Levels of Functional Groups and Membership within both Government and Commercial Environments to support Escalated Items of Concerns, Recommended Improvements and the removal of Barriers that impact Productivity or Business processes.

Responsible for driving Program Management Initiatives, Performance and Development Plans for supporting Mangers and Process Improvements of Center of Excellence (COE) Program areas.

Actively Manages Organization Chart to assure Proper Alignment and Staffing and Support. Actively Coaches and mentors Project Managers and other COE’s as applicable.

Actively establishes Team and Organization Goals in support of Company Sponsored metrics, such as Budget Cost Performance Indicators (CPI), Estimates at Completion (EAC), Continuous Improvement (Kaizen) events, Interviewing Panels for Subordinate Team Members, etc.

Assimilates data and information and directs the organization and fellow leadership team on improvement recommendations.

Evaluation of Budgets, Program Operating Metrics, and Complex Parametric Data that provides indication of current and predicted project state.

Ability to analysis projects/ programs to architect the infrastructure and team for ease of process, communications, workflow, and metrics rollup.

Position Scope:

Develop and maintain contacts for support service contract work. (Site Leaders. Procurement Representatives and Department Managers)

Reviews Formal Request for Quotes (RFQs) for content and Standard Work Requirements. Analyze requirements and develop bids.

Submit and reviews BOE (Bid Package) with management for contract approval.

Develops implementation plans for contract wins.

Communication is most frequently with program team, with regular updates to Program Management leaders.

Constant interface with suppliers and customers.

Ability to influence several teams, communicating business vision, goals and objectives.

Ability to manage several support service contracts at a time.

Ability to Manage, Mentor and Coach several employees at multiple levels.

Key Success Factors:

Must be able to Manage Budgets to Personnel and Program Spending.

Understanding Contracting and Pricing Models for Generating Fixed Fee, Cost Plus, Time and Material type programs.

Must have knowledge of the Honeywell Operating System (HOS) tools and procedures in supporting various Programs and COE’s.

Management of Personnel by recognizing individual skillsets and developing cross-training matrices to support Program and Personnel Growth support.

Ability to identify opportunities and variations in process to Improve both Profitability and Cost Control initiatives.


BS / BA Engineering, Sciences, or Other Related Program Field and at least 5 years of directly related experience.

Advanced Degrees (M.S. / MBA) preferred. Extensive Program Management Experience and increasing leadership responsibility.

Preferred cross-functional and business experiences. In lieu of formal education, 13 years of directly related experience.

Excellent writing and speaking skills for a variety of audiences.

Must have a Global Perspective on Business Development and Growth Opportunities.

Demonstrates key project communication skill requirements including negotiation, customer presentations, and effective listening.

Specific contract requirement will prevail.
