KBRWYLE has a potential near future requirement for a Subject Matter Expert to support Joint Test and Evaluation (JT&E) work to develop and test Tactics, Techniques, and Procedures (TTPs) for incorporation of operationally realistic strategic notifications and reporting to support nuclear command, control, and communications and logistics processes. This work will take place at Suffolk, VA. The selected candidate will serve as Subject Matter Expert and will support research, development, engineering, testing, analysis, validation, and publication of Joint TTPs related to this JT&E Joint Feasibility Study. Responsible for support of the J-RASE Joint Feasibility Study, including data collection and analysis planning, test issue resolution, post-test data analysis, and report preparation and production. Candidate will provide support for research, development, testing, analysis, validation, and publication of Joint TTPs and CONOPS related to a JT&E Joint Test. Work will support the Joint Test Director in development, test, refinement, validation and integration of TTPs and CONOPS. Test planning and technical editing duties will be provided in domains of: test and exercise planning; test product development (test plans, reports and briefings); and technical articles, brochures, and other test socialization products.

Qualifications

Required.A Bachelor's degree and 10 years’ experience. Requires experience with Nuclear Command and Control (NC2) and Communications (NC3). Will have experience working at: NORAD-NORTHCOM Current Operations Center (N2C2), USTRATCOM Global Command Center (GOC), USPACOM Joint Operations Center, or at the National Military Command Center (NMCC). Strong research skills. Strong interpersonal skills. Able to operate well in team environment. Experience with developing agendas, briefings and briefing materials. Must be proficient briefing senior-level personnel, proficient delivering briefings and running meetings; work groups. Proficient with use of Microsoft Office family of software. Requires Top Secret SCI Clearance. Master's degree preferred.

Desired.One or more years of test and evaluation experience to include T&E methods and techniques. Understanding of multi-Service TTP. Technical writing experience highly desired. Experience with Global Lightning/Thunder or POLOHAT exercises. Experience with: National Airborne Operations Center (NAOC), Airborne Command Post (ABNCP) or ICMB/SLBM. Experience with Logistical Survivability and Endurability C2 operations. Experience with Integrated Tactical Warning & Attack Assessment (ITW/AA) to include Space and Ground Based sensor systems. Experience developing/refining TTPs and TACMEMOs and Joint/Service doctrine.
