Program Support Specialist (Mountain View, CA)


The FILMSS Program Support Specialist provides support to reimbursement, travel, procurement, receiving, property, and administrative functions across the Fully Integrated Lifecycle Mission Support Services (FILMSS) contract at NASA Ames Research Center.Specifically, the incumbent manages invitational travel requests from initiation thru reimbursement; manages reimbursement requests from initiation through completion; supports procurement and receiving processes; supports invoice processing; conducts property inventories for corporate assets; and provides administrative support to Program Management Office personnel.

Primary responsibilities include, but are not limited to:

  • Interface with invited travelers and corporate offices to facilitate processing of professional service invoices; track approval process for Personal Services Invoices (PSIs); work with travelers and corporate offices to resolve issues with PSIs.

  • Interface with employees and corporate offices to facilitate processing of employee expense payment requests; track approval process for submitted payment requests.

  • Generate weekly reimbursement reports and metrics, and highlight issues to management.

  • Support the development and documentation of Program Management Office Processes and Procedures.

  • Assist Program Management Office personnel as needed with meeting planning and execution, documentation, and other duties.

In addition, the incumbent will provide backup support to procurement and receiving functions in the PMO.These additional responsibilities may include:

  • Support receiving and closeout of contract purchases, track receipt of purchased items by end users.

  • Verify receipts and log them according to required procedures.

  • Verify invoices (quantity, quality, price etc.) checking their contents to ensure they match the orders.

  • Collaborate with procurement staff to ensure orders, receivers, and invoices are processed correctly.

  • Generate reports on program procurement and receiving activities.

  • Conduct inventories for corporate property.


Required Education/Experience:

High school diploma with 3 to 5 years of experience.

Required Skills/Training:

  • Excellent oral and written communication skills.

  • Excellent organizational skills.

  • Proficiency with standard office software (Microsoft Office), especially working with spreadsheets.

  • Ability to work independently and successfully balance multiple competing priorities.

  • Demonstrated ability to work in a team environment.

  • High degree of self-motivation and desire to provide excellent customer service.

  • Demonstrated ability to deal with difficult people and challenging situations.

Desired Education, Experience, Skills or Training:

  • Experience with travel planning and reimbursement, especially in a NASA or other government environment.

  • Familiarity with accounting.

  • Familiarity with NASA policies and processes, including FAR, JTR, and flight hardware material handling.

  • Experience with procurement processes, including purchasing, receiving, accounts payable, and invoicing.

  • Familiarity with KBRwyle policy and processes, including Costpoint.

  • Experience with Google Docs.

  • Experience with inventory control and related computer systems and hardware.
