Utility Operations Planning Analyst (Electrical Engineer Lead)


Job Description: The objective of this position is to perform various functions related to the maintenance, support, enhancements, and Verification, Validation & Accreditation (VV&A) of the Heuristic Asset Management of Utilities Requirements (HAMUR) model hosted in CNIC’s Service Delivery Point (SDP) and UT Dashboard for CNIC N441 Utilities Branch.

Role and Responsibilities

  • Maintain the Utility (UT) Dashboard and HAMUR Model at CNIC Service Delivery Point (SDP) and web-enablement

  • Use the HAMUR model and/or the UT Dashboard to support CNIC analysis and data calls on specific historical data or projected UT consumption and costs.

  • Support POM analysis using the HAMUR model and other related functionality as requested Support project IGCEs, PWSs, proposal and technical evaluations and provide feedback to the Program Office.

  • Provide HAMUR model and UT Dashboard tool training for CNIC N441 and Regional POCs Maintain projects through the Data Center Services SharePoint website.

  • Support integration of improved data into UT Dashboard and HAMUR Model.

  • Recommend, develop, document, and execute business process improvements to the UT requirements generation and tracking process internal to CNIC N441

  • Support integration with: Shore Energy products, existing CNIC’s BOS Pricing & Performance Model, Requirements Integration Tool (RIT).

  • Implement simplified data loading procedures to enable CNIC to independently load updated data into G2 and SDP for the HAMUR Model and UT Dashboard, respectively.

  • Support simplified data loading procedures to include any new CIRCUITS data, e.g. Non-NWCF consumption units and cost data.

  • Lead technical documentation efforts requisite for seeking Verification, Validation, and Accreditation (VV&A) of the HAMUR model for use in Planning, Programming, Budgeting, and Execution (PPBE) processes.

  • Prepare content to support CNIC N441 in discussions with reviewing and approval authorities throughout the VV&A process.

  • Support reaccreditation efforts when necessary.

  • Identify technical issues and communicate to the Government points of contact.


  • Four (4) years of experience in the field of specialized expertise which includes performance of DoD programs / projects.

  • Recent relevant experience in directing a project within DOD which included: a study, gap analysis, COA development, documentation generation, briefings and in progress reviews.

  • Bachelor or postgraduate degree in engineering, scientific, technical, or business management disciplines from an accredited college or university


Preferred Skills

  • A minimum of ten (10) years experience in developing doctrine, policy and plans in a command and control environment; or a minimum of five (5) years experience in the development of emergency management plans for either federal or state organizations and five (5) years experience in the development and execution of incident or contingency operations.

  • Knowledge of DOD title 10 responsibilities and regulations.

  • At least 10 years of military service.

  • Masters of Business Administration or a Masters Degree in one of the following disciplines: Public Policy, Public Administration, Information Technology, or Engineering.

  • Knowledgeable of CNIC Energy Management Tools such as eROI, SEIP, NSGEM, Goals 7.0.

  • Knowledge or awareness of the HAMUR tool and UT Dashboard.

  • Experience with Naval Installation base operation support PPBE best practices.

  • Experience working with or within CNIC N4.

  • Background with Defense Acquisition practices for Verification and Validation.
