Energy Operations Planning Analyst- Senior
Job Description:The purpose of this position is to provide CNIC with labor support and technical expertise to work towards CNIC’s identification of energy security gaps at each of the 71 Navy Installations.Upon identification of gaps, provide support and technical expertise to assist in developing processes to prioritize energy security gaps for project development.
Role and Responsibilities
Support the CNIC Energy Mission, Vision, Objectives and Strategy by providing technical assistance, vision, and expertise to assist with organizational development and team member training as appropriate, implement project elements and activities required to meet objectives and execute initiatives, provide technical analytical input on energy security gap analysis, an provide information/data support as requested.
Provide support by conducting energy security research, performing energy security gap analysis and providing process development consultation.
Support energy security planning and programming at the enterprise level.
Provide guidance and assist with the process for development of CNIC energy security project portfolio.
Support development of the implementation of project selection models.
Provide analysis of energy security gaps at Navy Installations based on available data, mission assurance studies, and established benchmarks.
Provide assistance in developing processes for identifying and prioritizing energy security gaps.
In addition, in support of planning and implementation of CNIC energy strategy,provide written summaries of analytical results and process recommendations, participate in meetings in person, over the phone and via email, and provide Subject Matter Expert (SME) briefings and presentations.
Provide project portfolio programming to analyze and recommend the mission optimal prioritization of energy security gaps based on available data, mission assurance studies, operating strategies of assets, peak demand and power generation limitations, outage frequency and duration, and established benchmarks.
Provide technical support to portfolio development to develop a process for identifying energy security gaps and maintaining a prioritized pipeline of projects to fill energy security gaps.
Provide technical support for the strategic execution of CNIC’s energy efforts, as well as other energy-related activities as requested.
Provide project validation and development to participate in prioritization of energy projects and to collect data and information to support the pre-development of projects.
Provide technical assistance for energy resiliency projects and evaluate the value of energy security on energy projects, using criteria related to mission assurance, reliability benchmarks, resiliency benchmarks, and efficiency benchmarks.
Four (4) years of experience in the field of specialized expertise which includes performance of DoD programs / projects.
Recent relevant experience in directing a project within DOD which included: a study, gap analysis, COA development, documentation generation, briefings and in progress reviews.
Must demonstrate experience and competency to independently apply subject matter expertise to various project / program initiatives; investigate, analyze, plan, design, develop, implement, or evaluate solutions for project / program efforts; provide expert-level issue resolution and recommendation support to achieve desired program outcomes; and have specialized expertise that may include, but not be limited to, the following functional areas: utilities/energy, logistics, maintenance, supply, financial management, and information/technological management.
A minimum of five (5) years experience in developing doctrine, policy and plans in a command and control environment; or a minimum of three (3) years experience in the development of emergency management plans for either federal or state organizations and three (3) years experience in the development and execution of incident or contingency operations.
Knowledge of DOD title 10 responsibilities and regulations.
At least 4 years of military service.
Knowledgeable of CNIC Energy Management Tools such as eROI, SEIP, NSGEM, Goals 7.0.
Understanding of NAVFAC and Industry standard Smart Grid concepts, to include subsystems (i.e.
Experience working with or within CNIC N4 or Navy Shore Energy Team.
