KBRwyle is seeking a Spectrum Manager/Communication Systems Engineerto support tasking at the Naval Air Systems Command (NAVAIR), Patuxent River, MD. Candidate will provide support to the PMA266 program office performing primarily communications/avionics systems support and spectrum management related tasks. Candidate will perform a wide variety of tasks for the government customer to include requirements analysis and traceability, conduct Analyses of Alternatives, Technology Readiness Level analyses, recommended course(s) of action, and recommended issue resolution. Candidate will interface with a variety of integrated team personnel.Specific responsibilities will entail:1. Preparation of certification packages (e.g. DD-1494, El-CID and NTH) and assist in overall management of RF allocations for operation in the intended airspace.2. Use Spectrum XXI to create Standard Frequency Action Format (SFAFs) for frequency proposals, track the progression of a proposal up to the approval of the assignment by the NTIA Frequency Assignment Subcommittee (FAS), respond to tasking by the NMCSO regional offices and make corrections or changes to the proposals, and query the database for existing assignments as required.3. Research HNSWDO (Host Nation Spectrum Worldwide Database Online) for the status of current host nation spectrum supportability for specific systems and submits Host Nation Coordination requests through NMSC's online BPM.4. Perform spectrum supportability risk analyses (SSRA) of systems relative to its operational impact and/or to program goals.Education: A Bachelor’s degree in an engineering, technical or science discipline from an accredited college or university is required.Experience: A minimum of eight (8) years of demonstrated experience in a combination of aircraft test, acquisition and systems engineering and/or military operations required. Experience with, and knowledge of, the DoD acquisition cycle and methodology and systems engineering technical review cycle required.Experience with developing aviation control and sensor systems strongly desired.Demonstrated experience at NAVAIR desired. Military aviation (manned or unmanned) experience strongly desired.Knowledge, Skills and Abilities: Candidate must be able to perform research, provide analysis, document findings and determinations and provide associated recommendations. Knowledge of USN correspondence development practices and the ability to write formal engineering reports and construct briefing materials using MS Office tools such as Word, Power Point and Excel required. Familiarity with spectrum certification requirements of DoD Directive 4650.1, OPNAVINST 2400.20F, and the National Telecommunications and Information Administration (NTIA), and other governing bodies, including but not limited to communications equipment specifications, test methods, procedures, and reports is required.Familiarity with NAVAIR finance processes and procedures desired.Working Knowledge of DD-1494 and EL-CID processes and ability to create SFAFs (Standard Frequency Action Format) in Spectrum XXI strongly desired. Understanding of the processes and procedures to coordinate and manage use of the electromagnetic spectrum, including knowledge of Host Nation Spectrum Worldwide Database Online (HNSWDO) application is strongly desired. Familiarity with MS Project required.
