Senior Program Analyst
This position provides Communication Security (COMSEC) and analytical support services for integration and sustainment planning to the Swiss F/A-18 Program in Dubendorf, Switzerland.Specific duties include, but are not limited to:
Responds to direction of company manager/supervisor. Provides, supports and complies with a variety of company activities (e.g. required/contractual training, special projects, proposals, data calls, etc.).
Maintains/manages customer’s Swiss F/A-18 Program COMSEC account. Provides accounting and related records as outlined in NAG-14, NSTISSI 4000 series instructions, or the applicable service regulations.Key elements include but are not limited to the following:o Receive, store, and ensure the safeguarding and accounting of all COMSEC material issued to the COMSEC accounto Protect COMSEC material and limit access to individuals with a valid need-to-know and clearanceo Conduct periodic inventories and inspections of DOD-provided COMSEC equipment, documents, and materialso Train SZ national personnel in the proper custodianship, safeguarding and operation of DOD-provided COMSEC equipment, keying and other materials
Maintain and operate a Secret Internet Protocol Router Network (SIPRNet) or other USG approved classified Network.
Support Swiss F/A-18 program lifecycle management by researching and analyzing long-term sustainment requirements, and contributing to the generation and maintenance of supporting documentation.Education: A MS or MA degree in Business, ManagementAllowable Substitution: BS or BA degree, or PMI certification, and an additional three (3) years of experience can be substituted for the MS or MA degree. An additional five (5) years of experience may be substituted for the degree requirement.Education/experience is a contract requirement.Experience/ Knowledge, Skills and Abilities: At least ten (10) years of experience in program management, technical or business analysis discipline, related to weapon systems acquisition and life cycle management is required. Familiarity with SECNAV, OPNAV and OSD forms related to PPBS, Military Interdepartmental Procurement Requests, Work Requests, requisitions, Contract Data Requirements List, and DD254 is requiredPREFERRED SKILLS
Experience with DoD COMSEC programs, policy, procedure, management and equipment.
Analysis and planning experience in, and specific knowledge of, NAVAIR FMS and Defense Security Assistance Programs.
General knowledge of NAVAIR policies, procedures, terminology and requirements.
Demonstrated experience in program/project status
