Budget Financial Analyst
This position supports tasking for a Program Office within PEO(T), NAVAIR Headquarters in Patuxent River, MD. General tasking includes performing managerial/cost accounting, budgeting, funding execution, manpower management, system support, and financial analyses to provide efficient allocation and effective utilization of financial resources. More specific tasking includes tracking contract status and monthly financials by reviewing contract modifications and Contract Funds Status Reports (CFSRs); supporting Special Projects IPT Lead and Contracting Officer Representative (COR) by reviewing all Program Requests (PRs)/Request for Proposals (RFPs)/Contract Action Requests from industry; acting as a liaison between program management industry partners and other government entities to ensure the program is tracking according to schedule; reporting program financial performance to various sponsors, program managers, and Business Financial Managers (BFMs); developing detailed plans within the Planning-Programming-Budgeting System (PPBS) for program leads to track cost/schedule/performance metrics; tracking and maintaining summaries of contracts and invoice vouchers to certify accuracy of financial data and reconcile program spreadsheets and finalize documents. Additionally, the successful candidate will develop monthly program status reports and briefings for Naval program leadership and senior level personnel as required to support ACAT-1 program objects, including technical status, obligations and expenditures, spend plans, contract status, and risk assessment.Education/Experience: A bachelor’s degree in a business related field from an accredited college or university is required. An additional four (4) years of relevant experience may be substituted for the Bachelor’s Degree. A minimum of five (5) years of experience in DoD financial management is required, to include financial analysis of program budgets, funds execution, and development of funding documents. Experience supporting a NAVAIR program office is highly desired. Experience with the DoD milestone process (DoD 5000) and other acquisition policy is highly desired. Previous technical writing, cost management, and configuration management experience is desired. Familiarity with NAV ERP is desired.Knowledge, Skills and Abilities: Knowledge of the DoD Planning, Programming and Budgeting Systems (PPBS) process, and specific experience in supporting development of DoD financial reports is required.
