Proposal Manager


The Proposal Manager is the leader and responsible authority for conceptualizing, gathering inputs, developing, and delivering compliant and compelling proposals in response to customer Requests for Proposals. Example tasks include:

  • Using artifacts from the opportunity Capture Plan, prepare and execute the Proposal Management Plan

  • Provide proposal manager and proposal writer training as required

  • Establish and manage the proposal opportunity workspace in the Privia proposal development environment.

  • Coordinate with KBRwyle IT to verify all contributors have access to Privia

  • Provide informal just-in-time Privia training as required

  • Request proposal support from Operations and Functional Departments as required

  • Review the RFP and identify any questions to be asked of the procuring agency

  • Prepare storyboards, annotated mockups, and/or annotated outlines to support proposal development

  • Review responses to questions and/or amendments to the RFP to determine the impact on the proposal

  • Prepare briefing materials for and host the proposal kickoff meeting and daily stand-up meetings

  • Prepare the proposal outline and assign team writing tasks

  • Prepare the proposal schedule

  • Prepare the proposal compliance matrix

  • Identify and mitigate proposal risks

  • Prepare or review/approve all technical proposal data calls

  • Based on the RFP requirements, implement a proposal solution that supports the Price to Win (PTW) target

  • Verify that win themes and discriminators are incorporated into the proposal

  • Verify customer hot buttons and issues are addressed in the proposal

  • Verify Past Performance citations are relevant to the RFP requirements in terms of scope, complexity, and magnitude

  • Review personnel qualification requirements

  • Provide staffing data for pricing

  • Identify color team review members, provide any necessary color team review training, and ensure color team review members have access to Privia and all proposal documentation prior to the color team review

  • Document color review team results

  • Adjudicate and make changes to the technical proposal based on color team review comments

  • Perform cost/technical integration checks with Pricing

  • One-voice the final proposal

  • Perform white glove/final compliance check of the final proposal

  • Review and respond to evaluation notices and discussion questions, if applicable

  • Prepare Final Proposal Revisions, if applicable

  • Collect lessons learned from the proposal team and use lessons learned to update the proposal process as necessary

  • Lead or participate in an After Action Assessment and prepare or contribute to the After Action Report


Bachelor's degree in a Business or Technical discipline.

A minimum of nine years of experience managing Federal Government Proposals, including Indefinite Delivery/Indefinite Quantity (ID/IQ) Multiple-Award Contracts, large Single Sales Objectives (SSOs), and Task Orders.

Formal proposal writing and management training (Shipley, Lohfeld, etc.) is preferred.
