Sr. Manager, Property & Materials

Directly responsible for the oversight and continued US Government approval of Government Services – United States property management system as defined in Company property management procedures, FAR 52.245-1 Government Property and DFARS252.245-7003, Contractor Property Management System Administration, FAR 47.4, Air transportation by US-flag carriers, and DFAR 252.277-7023, transportation of supplies by sea; including but not limited to procedures, traffic, expediting, receiving & issue, records & accountability, storage, physical inventory, audit/surveillance, utilization, demand forecasting, maintenance, disposition and closeout. Familiar with export controlled items subject to Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR). Manages the property and supply management teams in Houston and Middle East Procurement Support Center consisting of approx. 25 employees. Under broad direction, is accountable for the performance and results of multiple related disciplines or sub-groups within property and supply management; including personnel development, processes, cost and labor, and implementing improvements. Is responsible for, and works with Government Compliance and Project Controls, in developing, monitoring and economizing the Materials Handling Rate. Coordinates directly with the Global Director, Procurement to develop, implement, and enforce the compliance of Company global supply chain processes and coordinates activities to meet the needs and productivity of an Logistics Business units’ projects and programs. Recommends for leadership approval, functional strategy and responsible for global processes and procedures. Manages the delivery of functional objectives by providing leadership and direction to managers and guidance to project-level supply management personnel. Accountable for the overall identification of property and material resources for business requirements. Prepares and executes, once approved, business cases to procure, train and integrate state-of-the-art property and material tracking, expediting and inventory management software and hardware.

Skills required for this job are typically acquired through the completion of an undergraduate degree and 10 years of experience, 3 of which should be in management. Possesses a working knowledge of Maximo®, Costpoint® and Blockchain®.
