KBRwyle Pricing Analyst in Houston, Texas
The Pricing Analyst must possess the ability to develop flexible pricing models to rapidly facilitate complex management decision-making, address the pricing of potential risk areas, and to strategically model and present “what if” scenarios to support the proposal and business process. Detailed knowledge of Federal Government procurement regulations (i.e., FAR) is required. The candidate will be responsible for all oversight of pricing activities, including preparation and management of all aspects of the cost volume, RFP compliant prime/sub cost templates, and detailed cost volume narrative. Incumbent will perform other duties andassignments as required.
Essential Duties & Responsibilities:
Support Pricing lead during proposal process to ensure cost proposals meet the needs of the organization and lead to a high win rate.
Perform compliance on RFP to proposal.
Map labor qualifications to appropriate labor categories using actual and salary survey data.
Assist Pricing lead on strategic financial focus efforts.
Analyze potential investment decisions to create competitive advantages necessary to achieve the Price to Win.
Work under demanding schedule constraints.
Provide interpretation of RFP requirements, support pricing activities and cost volumes to include proposal reviews as needed.
Assess Cost Volume approaches to establish Cost Credibility; e.g. Completeness, Realism, Reasonableness and Balance where applicable
Assess and recommend changes to Basis of Estimates (BOEs) with the goal of minimizing Most Probable Cost/Price (MPC/P) adjustments.
Contribute to the development of MPC/P Strategies to win Cost/Price.
Identify, develop and create opportunities for enhanced business process and system improvements in order to maximize customer satisfactions, accuracy and efficiency in the estimating process.
Perform other duties as assigned.
Bachelor’s degree with a minimum of 5 years of experience in government contract cost proposal.
Hands-on experience with all types of contracts, including Cost-Reimbursement, Fixed Price, Time and Materials/Labor Hour contracts/subcontracts, GSA Schedules and other IDIQ contract vehicles.
Experience in labor and material pricing required.
Experience in the use of Forward Pricing Rates.
Experience developing reasonable and accurate direct labor rates based on a variety of methods including use of on-line salary surveys.
Previous experience pricing proposals under the Service Contract Act
Strong interpersonal and communications skills, including the ability to effectively interface with all management levels.
Skilled in MS Office Suite, including expert level skills in Excel.
Thorough understanding of the Federal Acquisition Regulations (FAR) and the Cost Accounting Standards (CAS), Truth in Negotiations Act (TINA) rules and other applicable government procurement regulations.
Complete understanding of proposal development life-cycle.
Strong knowledge of contract cost and pricing principles.
Must be able to effectively manage competing priorities and deadlines, and handle multiple tasks in a fast paced environment.
Previous experience with computer based pricing systems a plus.
