Summary of the Classification:
This position performs limited aspects of technical supply management work (e.g. inventory management, storage management, cataloging and property utilization) related to depot, local or other supply activities.Work usually is segregated by commodity area or function and controlled in terms of difficulty, complexity or responsibility.Assignment usually relate to stable or standardized segments of technical supply management operations; or to functions or subjects that are narrow in scope or limited in difficulty.The work generally involves individual case problems or supply actions.This work may require consideration of program requirements together with specific variation in or from standardized guidelines.Assignments require: (a) a good working knowledge of the governing supply systems, programs, policies, nomenclature, work methods, manuals or other established guidelines; (b) an understanding of the needs of the organization services; (c) analytical ability to define or recognize the dimension of the problems involved, to collect the necessary data to establish the facts and take or recommend action based upon application or interpretation of established guidelines.
Principle Responsibilities of Classification:
Performs a variety of health, safety and environmental related activities typically at a single field location.
Provides technical guidance to HAZMART/HAZWASTE Supervisor and Worksite Environmental Monitors (WEM) as required to perform day-to-day operations.
Coordinates with ASLAC Risk Management Staff for assistance, guidance, coordination etc. as required to support day-to-day operations.
Perform required audits and environmental inspections of APS-3 work sites and operations.Conduct trend analysis, develop reports, submit to leadership and ASLAC, Joint Base Staffs as required.
Enforce and maintain ISO 1400:2004 compliance Environmental management system.Review procedures regularly, recommend revisions, improvements.
Analyze analytical data and characterize hazardous, universal and non-hazardous wastes IAW RCRA and TSCA regulations, conduct, process, etc. hazardous material and hazardous waste sampling as required.
Maintain, input, request documents required for hazardous material and hazardous waste acquisition, receipt, issue, storage, disposal. Etc. through ASLAC and Joint Base as required through EESOH-MIS, responsible for accuracy and timeliness of EESOH-MIS data.
Develops training circular, serves as alternateinstructor for annual HAZCOM and specialized environmental training, other training as required.
Complete Environmental Program CDRL requirements for on-time submittal to ASLAC.
Complete hazardous waste manifests and all documentation required for shipment of waste and other materials off-site.
Audit, inspect and enforce storm water and waste water management plans; procedures for handling of hazardous materials and hazardous waste by site personnel
Assess all hazardous materials for employee safety and waste disposal considerations.
Achieve and maintain training and certifications required to execute assigned duties.
Serve as On-Scene Emergency Responder for hazardous and non-hazardous materials spill incidents.
Responsible for implementation of initiatives and responsibilities required to ensure the safety of employees and operations and maintain APS-3 compliance with KBRwyle health, safety and environmental performance standards.
Ensure HSE areas receive a “Met” rating on monthly QASP evaluation by the customer.Perform corrective action analysis and implement appropriate corrective actions as required.
Assists/conducts health, safety and environmental incident investigations, leads investigation teams, conducts root cause analysis and determines appropriate corrective actions.
Work periods of overtime in support of total mission – position may require last minute overtime in response to real world situations, i.e. environmental spill.
Perform all other duties as assigned.
Responsible for determining cost effective, efficient, cost reduction spill response materials.
Performs required audits and environmental inspections for hazardous material and hazardous waste storage facilities.
Coordinate with other entities on site for wastes to be transitioned to HAZWASTE facilities.
Lead, guide and train employees performing waste handling tasks; pick up, transfer to waste facility, properly store, process into appropriate containers with appropriate labeling and characterization; prepare for shipment.
Position and Scope:
Works under the direction of the HSE Supervisor
Position is guided by local command, state, federal regulations, KBRwyle policies and procedures.
Limited customer influence
Standing – between 2 – 3 hours per day
Walking – between 4 to 5 hours per day
Lifting – up to 35 lbs. periodically
Squatting, kneeling, bending, reaching and climbing – periodically
Work outside and inside in non-climate controlled environments.
Achieve and maintain medical clearance and training to wear and use a respirator – periodically – specific events could require wear up to 10 hours per day.
Extensive knowledge and experience in the field of hazardous materials management and disposal.
Must be proficient in Microsoft Office Programs – Word, Excel, Power Point, HMIRS, EESOH-MIS or comparable automated hazardous material and hazardous waste management, inventory and tracking system.
Knowledge of applicable OSHA, EPA, federal, state or local laws, ordinances or industrial safety, environmental and industrial hygiene codes.
Excellent verbal and written communication skills, ability to communicate clearly with employees, supervisors, managers and customer to meet HSE objectives.
Customer services oriented.
Experience and Education:
High school diploma or equivalent.
Current 24 or 40 hour HAZWOPER certification is a plus.
Knowledge and experience working with Safety Data Sheets.
Excellent written and oral communication skills
Achieve and maintain personnel security requirements to obtain base access credentials and Army IT system access.
Current state driver's license.
Ability to attain and maintain personnel security qualifications required for base access and access to Army IT systems.
Common Access Card, a plus.
Specific contract requirements regarding education and experience will prevail.
Three (3) years experience working with hazardous materials, tasks can include receipt, inventory, issue, storage, disposal through waste manifests; experience preparing waste manifests, coordinating for disposal, packing, shipping, etc.; maintaining records.
