KBRwyle has a requirement for a Program Analyst to OPNAV N98 Tactical Aviation Weapons requirements process and program, budgeting and analyst support to Requirements Officer.The Program Analyst will be responsible for the following:Requirements Development:- Analyzes annual and ongoing weapons requirements vetting process to ensure the fleet’s top priorities are addressed and coordinated with the DoD Science and Technology communities. - Edits and/or writes Joint Capabilities Integration and Development System (JCIDS) documents for government review and acceptance including concepts of operations, capabilities based assessments, analyses of alternatives, initial capabilities documents, capabilities development documents, capabilities production documents and requirements memorandum.- Assists in oversight of obtaining required analytical products that support formal requirements documents.- Routes draft documents, coordinates comment resolution and incorporates salient comments into final version- Provide technical writing expertise to develop executive level presentations and point papers.Programming- Provides analysis to the government on program execution, out-year planning and the creation of the POM and program requirements issue sheets. - Using technical writing skills and direction from the government, drafts briefs, issue sheets, white papers and trade studies as requested by the requirements officer for government review and acceptance.- Provide analysis of weapons program requirements for the annual Program Requirements Review (PRR) process to the government.- Assist in coordinating with other PMA’s, PEO’s, commands, Services, and the Joint Staff on program interoperability issues.- Analyzes interface/integration requirements and documents for systems and system upgrades for fleet introduction and provides recommendations for government review and acceptance. - Analyze strategies for government review and acceptance to properly align total obligation authority funding to meet fleet weapons development priorities.Budgetary Execution:- Utilizes the Program Budget Information System (PBIS) to monitor and analyze changes to weapon’s Program Element lines.- Analyze program office execution for potential under execution and recommend action to prevent reallocation of funds.- Consult with the appropriate weapons program offices at NAVAIR on budget exhibit preparation, reviews submitted budget exhibits for anomalies that could result in undesired marks, and submits recommendations for government review and acceptance. - Supports the mid-year and end of year budget reviewsSubject Matter Expert:- Serves as weapons systems resource on all matters specific to weapons and general information concerning DoN platforms that carry those weapons. - Establish and maintain contact with aircraft and weapons requirements officers in order to coordinate requirements specific to each aircraft and weapons system- Provide operations, planning, and management support, including business analytical services to assess complex issues and develops suggested alternative courses of action in response to Congressional, Department of Defense, or other Government agency inquires of weapons programs.
Education/Experience/ Knowledge, Skills and Abilities: The applicant must have a minimum of ten (10) years of experience with Navy/Marine Corps weapons systems, the NAVAIR acquisition process, and/or requirements development on the OPNAV staff. The candidate must have a mastery of Microsoft Office Suite to include producing complex and imbedded graphs, and creating interoperability between program products in order to produce final executive level briefing materials, presentations and point papers as tasked by the weapons requirements officers. This position requires a secret clearance. The preferred applicant will have:- A Minimum 3 years operational fleet experience.- Knowledge of naval aviation (USN and/or USMC) programs missions and challenges- Strong knowledge and understanding of the PPBE process. Examples : PPBE certified, Actual working experience within the PPBE process, and/or Actual working experience with POM development - Written skills with development of issue generation - Oral and written skills: Program Reviews.- Knowledge and understanding of the JCIDS process. Example: CIDS certification or actual work experience with JCIDS documentation- Working experience with PBIS Example follows:- PBIS certification and/or recent user
experience (recent user experience being within the last 2 years)- Familiarity with OPNAV organizational structure, mission and roles. Applicant selected may be subject to a government security investigation and must meet eligibility requirements for access to classified information.
