Sr. Technical Analyst
Comprehensive Cost Estimates, Analyses, and Research.
Prepare estimates and other life cycle cost studies on Agency programs
Ensure that all cost studies and estimates it performs are documented so that assumptions, technical evaluation sources, task-specific data, and cost models used can be reviewed for accuracy and deposited in the CA and EVM Office library for future use.
Configuration control (time, date, version) of all documentation and deliverables shall be required. Once submitted, the estimates will be subject to review and approval by CA and EVM Office staff.
- Established management processes to ensure all estimates, analyses, and research are properly planned, staffed, coordinated, and conducted in a structured manner to ensure consistent, quality products
Generate and document each cost estimate for system hardware components, software elements, and all major functional tasks such as program management, system engineering, integration and test, and operations and maintenance.
These cost estimates may be required at different levels (e.g., subsystem or “box” level), as directed by the Contract Officer Representative (COR).
Ensure the integrity of each estimate before presenting it to the Government as a deliverable product.
Provide expert guidance on selection of the cost methods and models to be used in this task.
Assistance in Preparation of Documents
- Assist the CA and EVM Office in the preparation of documentation. This documentation shall include, but is not limited to, cost proposal preparation instructions, Statements of Work, Cost Analysis Requirement Descriptions (CARD), Intelligence Capability Baseline Descriptions (ICBD), and cost reporting guidelines.
Analysis of Contractor Cost and Technical Data
Analyze and assess cost estimates and technical data submitted to the CA and EVM Office by program office contractors for completeness, consistency, and adequacy relative to program cost reporting requirements.
Evaluate cost estimating methods, assumptions, and ground rules.
Relationships between the estimated costs and the program office contractor's technical approaches shall be identified and categorized to provide cost/technical visibility for major cost items.
Identify areas lacking sufficient cost or technical detail and/or requiring additional contractor cost analyses.
Evaluate cost estimates relative to a program baseline and subsequent changes or adjustments made by the program office contractors.
Provide input to the Government to assist in developing data collection plans, document cost drivers as well as cost and technical areas where additional data are needed, and plan, conduct, and document the collection of cost, technical, and programmatic data on Agency and other programs, as directed by the COR.
Identify data collection needs and targets of opportunity on past and present programs.
Collect, organize, normalize, analyze, and document cost, technical, and programmatic data related to a wide spectrum of intelligence programs.
Maintain primary responsibility for this data collection task, and this effort shall be performed in cooperation with the Government. This task will follow directed established collection priorities and the contractor shall document them in a milestone schedule of collection events.

Maintain the CA and EVM Office central cost and technical database as the basis for method development activities of paragraph 3.1.7. The CA and EVM Office has previously maintained a cost and technical database in an Oracle database, with the software being developed on Visual Studio V2003 using Visual Basic .NET.
Maintain and update this database as directed, and document any changes.
Development of additional custom software code for the database will be minimal since most of the requirements have been developed and coded. Where development is necessary, standard conventions shall be followed and updates shall be tested and documented by the contractor using best commercial practices.
Assist the Government in developing and implementing configuration management procedures for tracking and monitoring changes to the CA and EVM Office database, cost methods, cost models, and the CA and EVM Office library.
After approval of the configuration management procedures by the Government, the contractor shall implement and maintain the procedures and processes.
Propose knowledge management and/or configuration management software for use on this task. Development and Enhancement of Cost Models and Methods.
Assist as a lead initiator for cost methods development. The contractor shall research and develop new cost methods and update existing cost estimating relationships.
Suggest improvements, and maintain and update as appropriate the CA and EVM Office cost handbook(s), which contain the methods and techniques approved by the CA and EVM Office.
Analyze procedures that take into account the impact of changes in technologies and differing cost estimating methodologies. The contractor shall independently verify and validate all CA and EVM Office cost methods, and update and document CA and EVM Office cost methods, as appropriate.
Assist the CA and EVM Office analysts in developing the most efficient, integrated models to combine various cost methods into a total, time-phased, inflated, risk-adjusted cost estimate.
Other CA and EVM Contractor Training
Provide training to other contractor personnel on methods, models, and applications used and/or developed for all tasks in support of the CA and EVM Office.
Assist the Government in developing a unified position in areas where there may be divergent technical views within the CA and EVM Office.
Take preliminary requirements and determine if systems can be implemented with COTS or Gov SW
Review Customer codes to determine complete functionality and ability to integrate
Review systems correlation to other systems
Validate financial estimates to actual requirements
Must have a BS/BA degree with equivalent of major in Engineering or Computer Science, plus five years of relevant experience. Four (4) additional years of experience may be substituted for the BS/BA degree.
Must have at least five years of professional experience in network, software, and/or electronics hardware design/development/implementation for major automated information systems, defense acquisition systems cost estimating experience, and experience involves computer networks or C4I.
