Program Analyst

Description

Interface to the Government Program Manager supporting all tasks and subtasks for program direction. Responsible for managing the program to scope, schedule, budget and risk and developing program documentation and program schedules. Manage all project funds and ensure funding obligation goals are met. Review and provide input for Estimate-To-Complete, Funds and Man-hour Expenditure Reports, and other financial reports as appropriate to provide the status of funded projects. Review and evaluate projects Rough Order of Magnitude (ROM). Plan and assist major system life cycle support tasks/functions including requirements definition, acquisition, integration, test and evaluation, fielding/installation, and disposition. Assist and coordinate administration of all aspects of an ongoing Aerial ISR program, including, planning, organizing, leading and controlling program activities. Effectively communicate and coordinate with the senior military leadership, US Government customers, Contracting officer and Contractors (Prime and Sub), to establish relationships to support program management business rhythms, capture initiatives and other new requirements as appropriate. Participate in weekly project meetings to review project progress and issues.

Qualifications

Requires 5 years of experience with providing analysis and support to defense research and development programs

Requires experience with Microsoft Excel

Requires knowledge of the Defense Acquisition Life-cycle

Requires BA or BS degree

Experience with government consulting

Experience with rapid system fielding of Quick Reaction Capabilities (QRC) and Programs of Record

Ability to exhibit flexibility, initiative, and innovation when dealing with ambiguous and fast-paced situations

Ability manage client relationships, and be a key contributor in proposal efforts

Possession of excellent data-gathering, analytical, and problem-solving skills

Possession of excellent oral and written communication skills
